Official source →

Horizon Europe is the EU's largest research and innovation programme — €95.5 billion over 2021–2027. For SMEs and consultants, three pillars matter: Excellent Science (ERC, MSCA, Research Infrastructures), Global Challenges (clusters 1–6), and Innovative Europe (EIC, EIE, EITs).

Eligibility

  • Legal entity established in EU Member State or Associated Country
  • Most calls: consortium of ≥ 3 partners from 3 different countries
  • EIC Accelerator: single SME beneficiary
  • Project description aligns with call's expected impact + outcomes
  • Budget realistic — EU expects detailed work packages, deliverables, and effort person-months

Application process

1
1. Identify the right call
Search EU Funding & Tenders Portal. Filter by topic, deadline, type of action (RIA/IA/CSA/EIC).
2
2. Form consortium
Find partners via NCP-NL, KvK Internationaal, EU brokerage events, or your own network. Letter of Intent early.
3
3. Write proposal (50-80 pages)
Three sections: Excellence (technical), Impact (commercial + societal), Implementation (work plan + Gantt). Templates via EU portal.
4
4. Submit via Funding & Tenders Portal
Before deadline (always 17:00 Brussels time). System closes hard — no late submissions.
5
5. Evaluation (3-6 months)
Independent experts score on 3 criteria. Threshold typically 12/15. Above-threshold proposals enter ranked reserve list.
6
6. Grant Agreement Preparation
If selected: 3-month process to negotiate GA — budget, work plan, IPR, reporting structure.

⚠️ Common pitfalls

  • Generic problem statement — EU wants the SPECIFIC bottleneck addressed
  • Missing Letter of Commitment from co-funder (when required)
  • Work packages without measurable deliverables
  • Underestimating proposal writing time (typical: 200-400 person-hours)
  • Ignoring the 'Expected Outcomes' in call text — these are the evaluation criteria

Deadlines

Horizon Europe has rolling calls throughout the year. Major Cluster calls open in spring with autumn deadlines. EIC Accelerator has 3-4 cut-off dates per year. Always check Funding & Tenders Portal for current windows.

FAQ

Horizon Europe vs national grants?
Horizon = larger budgets, longer timelines, mandatory international consortia, higher prestige. National (RVO/DUS-I) = faster, less complex, NL-only. Many advisors combine both — Horizon for big innovation, RVO for the rest.
What's the typical success rate?
12-15% for collaborative projects, 5% for EIC Accelerator. Above-threshold projects on reserve list sometimes get funded if budget remains.
Do I need a Brussels office or partner?
No — but a Brussels-based partner (kennisinstelling or consultancy) helps with proposal positioning and project management.
